Please refer para No 6.1 of the Annexure-1 of above referred letter on the subject (Modified ACP Scheme - Orders by Rly Board RBE 101 dt 10.6.09). Therein two options under the CCS (RP) Rules, 2008 are given to the employees whose ACP upgradations have been granted between 01.01.2006 and 31.08.2008. His pay is fixed in the revised pay structure either (a) w.e.f. 01.01.2006 with reference to his pre-revised scale as on 01.01.2006; or (b) w.e.f. the date of his financial upgradation under ACP with reference to the pre-revised scale granted under ACP. It is also mentioned under point 9 of above referred letter that, "This scheme would be operational w.e.f. 01.09.2008". ln other words, financial upgradations as per the provisions of the earlier ACP Scheme (of August, 1999) would be granted till 31.08.2008.In this connection, the following point may please be clarified:

1. I was granted 2nd ACP upgradations on 24/3/07. If I opt for option (a) mentioned above i.e. w.e.f. 01.01.2006, my department agrees to give the revised pay structure w.e.f. 1/1/2006 and new Grade Pay on account of granting 2nd ACP as on 24/3/07. But department is saying that immediate next higher Grade Pay will be given to you as per new MACP scheme wef 24/3/07 on account of 2nd ACP granted to you on 24/3/07. But my view is that I should get the higher Grade Pay attached to the next promotion post in the hierarchy, as per the provisions of the earlier ACP Scheme (of August, 1999) because I was granted 2nd ACP before 1/9/08, which is operational date of MACP. How department can apply this MACP before 1/9/08. Before 1/9/08, department should apply Old ACP scheme up to 31/8/08. Please guide me.

Yes you are right. Department cannot implement MACP w.e.f. 24/03/07 and obviously you will get your ACP w.e.f. 24/03/07 as per Old ACP scheme.
We SSEs of CW/PERAMBUR are requiring clarification regarding MACPS.
Here with given the case of one amongst the 40 SSEs .

In the above case our Dy.cpo is refusing to give acp of 5400 considering continuous stagnation in 4600 for 20 years upto 20.9.2009.His interpretation is you got the GP 4600 only from 1.1.06 and not from your DOP from 20.9.1989.continous service in same GP is applicable only those who appointed after 1.1.06.Hence next ACP is only from the date of completion of 30 years of service.He is qouting the illustrations given in MACPS orders which only mentions the GP not the post in which stagnated continously for more than 20 years and no mention about v CPC scale of pay.Written representations of 40 SSEs replied negatively duly signed by Dy.cpo.An adalat is proposed by Dy.cpo on 10.11.09.Please clarify before that so that we can argue and win the case with proper evidence.

Dear Er. Sundar,

I am extremely sorry for my belated reply on the issue raised by you.

If we go through the Order of MACP then we see that MACP will take effect w.r.t. the sequence of Grade Pay enlisted by Railboard and not on the Grade Pays against the avenue of promotion. If Grade pay given in MACP is different from your avenue of promotion then the same will be given at the time of your promotion only. So question of designation does not arise during implementation of MACP.

Now taking your case as an example we can exercise that,

Promotion to JE-I will be ignored for merger of JE-II & JE-I as they are in the same Grade Pay Rs. 4200/-.

Your first promotion will be considered in the year 1989 for change of Grade pay to 4600/-.

As you have completed 25 yrs. of continuous service as on 01-09-2008
since your absorption so you will be eligible for 2nd MACP in Grade pay 4800/- w.e.f. 01-09-2008 i.e., difference of Grade pay Rs. 200/- and one increment @ 3%.

After completion of 30 yrs. of continuous service in NOV' 2012 you will get your 3rd MACP in the Grade Pay of 5400/- and one increment @ 3% if you don't get any promotion meanwhile.

To counter the case with your Dy. CPO Kindly mention the Illustration a) & b) of MACP Order RBE 101 which examples are exclusively for ours and rule out all doubts about the scheme.

But the question is

He has completed 20 years in SE as on 20.9.2009
Whether he is eligible 3rd ACP from 21.9.09 or not?

It is the effort of IRTSA by which new ACP has been modified as MACP with the clause that, "There shall be three financial upgradations under the MACPS, counted from the direct
entry grade on completion of 10, 20 and 30 years of service respectively. Financial upgradation
under the Scheme will be admissible whenever a person has spent 10 years continuously in the
same Grade Pay."


As he is in the same Grade pay of 4600/- for more than 19 yrs i.e., more than 10 yrs. as on 01-09-2008 so he will get his 2nd MACP on 01-09-2008 and 3rd MACP after completion of 30 yrs of service.
If we think in the other way that he has completed 25 yrs of service since absorption and he has got only one promotion then also he is getting his 2nd MACP w.e.f. 01-09-2008.
I think your doubt will be cleared from the clause of MACP scheme that,
"10. It is clarified that no past cases would be re-opened." though this clause has already been highlighted by IRTSA to Rail Board as an anomaly.
So far the present scheme is concerned he will not get his 3rd MACP from 21-09-09 till any alteration of the rule.

I am SE from Southern railway.
Joined as apprentice JE (TCI/III) on 10/1989
Regular posting as JE(TCI/III) on 11/1991 after 2 yrs of training.
got one ACP on 2001 as JE/I which is no more effective as the grades are merged.
after being selected in the departmental exam posted as SE in 5/2007. and i am presently in GP 4600.

question is training period counted for MACP?
am i eligible for the MACP for 4800 if so pl give me the RB references..

As earlier you have got ACP Benifit with inclusion of training period.Dear i am also working on the post of SE/Tele in N.E.Railway and also got ACP Benifit with inclusion of training period on 3.7.2001.I am recruited through RRB on date 3.7.1989 as TCI-III.
My order for MACP in grade 4800/ is under progress and will take one week in which training period is included.
In Mechanical department the training period will not count for MACP because they joined railway services as App.Mechanic not as App.TXR/Chargeman in previous period but we are joined App. on regular post.
so don't worry

Meanwhile while I was granted the acp my training period was not taken into consideration ..
if there is any such letter that states that these should be taken into consideration kindly mail it to me .. meanwhile when were you there in iriset 89 batch .. i originally joined in Nf railway..
