Dear Sir,

Sub: Inordinate delay in settlement of long pending demands of AIRF

We are very much pained to bring it to your kind notice that in spite of several references made to the Railway Board as well as discussions held at various stages, nothing fruitful has been done on these long pending issues. This is creating lots of frustration among the Railwaymen.
It is most surprising that what to talk of resolving these issues, nothing visible is being done by the Railway Board on various issues which are pending either at the Railway Board's level or with the Ministry of Finance/DoP&T.

Casual approach of the Railway Board has forced the AIRF to call its Working Committee Meeting to take stock of the situation and prepare Future Action Plan, which may include calling-up of Special General Council Meeting of AIRF to decide course of action.


Some of the long pending issues which are of utmost importance and need immediate attention are as under :-

(i) Early recruitment of wards of Railway employees in the Railways as Substitutes. (No.AIRF/24© dated 5th May, 2010 and 1st October, 2010 and GS AIRF's D.O. letter No.AIRF/64 dated 20.12.2010 to the MS/RBd).

(ii) Early start of Cadre Restructuring Exercise on the Indian Railways (No.AIRF/MPP/No.AIRF/ 364(VI CPC) dated 2.11.2010 and No.AIRF/364(VI CPC) dated 2nd March, 2011).

(iii) Immediate Settlement of recommendations of the Departmental Anomaly Committee pending with DoP&T/MoF.

(iv) Early constitution of High Powered Committee to review duty hours of Running and Safety Categories Staff(No.AIRF/24© dated 5th May, 2010 and 1st October, 2010 and DC/JCM Item No.1/2010).

(v) Early implementation of recommendations of Group D' Staff Promotion Committee(AIRF's letter No.AIRF/483(336) dated 1st October, 2008).

(vi) Early regularization of the staff working in the quasi-administrative offices/organizations connected with the Railway Ministry(AIRF's PNM Item No.DC/JCM Item No.3/2006 and 27/2006).

(vii) Relaxation in educational qualification(8th pass) for the purpose of LARSGESS(AIRF's letter No.AIRF/64 dated 4.1.2011 and AIRF/415 dated 16th February, 2011).

(viii) Addition in Safety Categories for the purpose of LARSGESS(No.AIRF/415 dated 15.9.2010 and AIRF/415 dated 15th December, 2010)

(ix) Extension of the scope of the LARSGESS to higher grade Safety Category posts and other categories(AIRF/415 dated 19.10.2010)

(x) 8th pass educational qualification for the purpose of appointment against compassionate ground and Scout & Cultural Quota(AIRF/64 dated 4.1.2011)

(xi) Decentralization of LARSGESS at the Divisional/Workshop level

(xii) Early upgradation of 15% apex level group X' posts to group B' posts(AIRF's PNM Item No.5/2006 and DC/JCM Item No.16/2009).

(xiii) Daily Allowance to Staff Car Drivers(AIRF's letter No.AIRF/97(xxvi)(91) and PNM Item No.5/2009)

(xiv) Early payment of arrears w.e.f. 1.1.2006 to the Running Staff

(xv) Early payment of Mileage/KMA to the Running Staff at the enhanced rates

(xvi) Early Payment of Overtime w.e.f. 1.1.2006(AIRF's letter No.AIRF/405(VI CPC)(3) dated 1st October, 2008, No.AIRF/405(VI CPC)(13)(345) dated 20th October, 2008 and AIRF/405(VI CPC)(13)(345) dated 20th July, 2009 and AIRF's PNM Item No.26/2009 - S.No.(iii) and DC/JCM Item No.24/2010)

(xvii) Withdrawal of Railway Board's letter No.F(E)III/2007/PN1/4 dated 19.8.2010 so that the employees working in the Construction Organizations can draw their settlement dues based on the last pay drawn.(AIRF's PNM Item No.43/2002 and 7/2009).

(xviii) Payment of Washing Allowance to all those staff who are getting uniforms(AIRF's PNM Item No.48/2006).

(xix) Transport Allowance to the staff of Rayanapadu and Jamalpur Workshops(DC/JCM Item No.27/2010).

(xx) Reimbursement of medical expenses(AIRF's PNM Item No.55/2006 and 18/2008 and DC/JCM Item No.24/2009), Children Education Allowance/Hostel Subsidy etc.(DC/JCM Item No.3/2010) and Transport Allowance.

(xxi) Maintenance of Railway Colonies(No.AIRF/24© dated 5th May, 2010 and 1st October, 2010) and AIRF's PNM Item No.59/2006 and DC/JCM Item No.14/2009).

(xxii) Improvement in the condition of Running Rooms(DC/JCM Item No.22/2010).

(xxiii) 30% Training Allowance(AIRF's PNM Item No.23/2010 and DC/JCM Item No.19/2010).

(xxiv) Early repatriation and Cadre Restructuring of the staff who are on deemed deputation in IRCTC to Railway Catering Units(AIRF's PNM Item No.56/2006).

(xxv) Regularization of Casual Labours waiting in the Live Register(GS AIRF's DO letter No.AIRF/PNM/20/2006 dated 23rd April, 2010 and AIRF's PNM Item No.20/2006).

In this connection, AIRF's letters No.AIRF/24© dated 5th May 5, 2010 and 01.10.2010 may also be got connected.


We hope, Railway Board will take the matter seriously and they will redress these burning problems/issues of the Railwaymen at an early date to avoid confrontation.

Dear Sir,

While thanking for your strong letter no. No.AIRF/24© dt. 01.04.2011 to the Railway Board regarding the subject, it is discomforting to see that the major anomaly of CMA-I's GP in CMT wing has not figured in the long pending issues.

I request you to pursue the anomaly of CMA-I's GP at all levels and all times.
