45th Meeting of Participationof Railway Employeesin Management(PREM) held on 11th November,2011 - Rail Bhavan, New Delhi

The 45th meeting of PREM was held at Rail Bhavan, New Delhi under the Chairmanshipof Shri.Vinay Mittal, Chairman, Railway Board on 11-11-2011.

IMPORTANT ISSUES RAISED BY NFIR

1) LARSGESS-Dispensing with 10th Standard qualification and relaxation of PhysicalEfficiency Test (PET).

Chairman, Railway Board said that relaxation of Educational Qualification and PET has been recommendedand Railway Minister's approval is expected very soon.

2) Compassionate Ground Appointment - Qualification

Chairman, Railway Board said that 8th Standard qualification for
Compassionate Appointment for certain posts is under consideration and suitableinstructionswill be issuedin due course.

3) Substitute engagement-Review of policy

Chairman, Railway Board stated that the matter needs to be studied in depth in view of several complications.
4) Revision of designation

When explained by NFIR that Helper may be designated as Asstt.
Technician and similarly the designations of various categories be revised as suggestedby the Federation, the Chairman, Railway Board agreed to this and issued instructions to the Board for taking quick action.

5) Over Time, Travelling Allowance etc.

Chairman, Railway Board said that prompt payment will be ensured.

6) Vacancies

Chairman, Railway Board said that there is no intension of freezing vacancies.On the other hand RRCBs are doing the recruitment process. He clarified that wherever activities have become redundant, such posts will be identified for readjustment and utilization wherever required by creation. NFIR suggested that instructions with clarity should be got issued. CRB agreed to this.

7) RunninG Staff issues(Kilometerage rates revision and other grievances)

Chairman, Railway Board said that Board is working on these issues and further consultation with the Federations will be held for settling the issues.

B) Accidents at Level Crossing Gates

Chairman, Railway Board wanted the Federations to take initiative for launching awareness campaign. NFIR has responded positively for taking adequate steps.

e) Joint Committee Report on Career Growth of Trackmen

NFIR reminded the Chairman, Railway Board of the Railway Minister's commitment and requested for making speedy action for implementation of report.

10) Indian Railways Financial scenario

General Secratary/NFIR respondedto the Railway Board's presentation and explained that losses incurred due to fulfillment of social service obligation and incurred on account of running passenger and coaching services should be compensated by the Central Government.He insisted that the Federations concern should be conveyed to the Minister for Railways and the
Prime Minister. He re-iterated that Railwaymen are continuously devoting and giving best account of themselves. The problem has arisen due to faulfy policies of Ministry. General Secretary/NFIR also highlighted that over 9000 employees are dying while in service or on duty and this itself is a great sacrificeon the part
of Rail Workforce.

CRBh asassured that the views expressed by the Federation will be placed before the Railway Minister and the Central Government.

11. Facilities to PREM group

General Secretary/NFlR took strong exception to the Board's letter No. 2077/E (LR)/IIIIPREM/ AM/2 dated 09-77-2077addressed to General Managers. He strongly protested against the irresponsible approach of the Authorities and demanded that the letter should be withdrawn immediately. He also invited Chairman, Railway Board's attention to the announcement made by the Hon'ble Prime Minister in the Parliament in the year 7995 and also the Hon'ble Minister for Railway's letter to the Hon'ble Prime Minister on Participation of Employees in the Management. He wanted that the Federation representatives should be treated as co-partners of Indian Railways Management as defined by the Government.

Chairman, Railway Board has assured to get matter reviewed and equally for withdrawing the Railway Board's letter dated .2011

12) Divl. Control Office -Secunderabad

General Secretary reminded the Chairman, Railway Board of his
discussionwith him on 25-10-2011 on the miserable working conditions of Divl. Control Office, Secanderabad resulting Controllers suffering from TB, Cardiac problems etc.

Respondingto th General Secretary of NFIR's point, the CRB said that he has written to the General Manager, S.C.Railway to take action and he assured that quick action will be taken for improving the Divl. Control Office,
