IRTSA Team Meets 7th CPC at Bangaluru


On 26.08.2014, IRTSA team led by Er.M.Shanmugam, Central President/IRTSA visited Bengaluru and met the 7th Pay commission, who were camped at Bengaluru, Karnataka from 24.08.2014 to 26.08.2014. In a brief appointment, Er.M.Shanmugam explained the four heartburning issues of supervising engineers and submitted the copies of IRTSA memorandum to Justice Shri A. K. Mathur, Chairman/VII CPC, Smt.Meena Agarwal Secretary/VII CPC and other members present.

1. Granting of “Replacement Scale for JEs revising from GP 4200 to GP 4800 and for SSEs from GP 4600 to GP 5400” , before arriving the new pay.
2. MACPS anomalies like
a. Financial upgradation must be based on Promotional hierarchy instead of Grade pay hierarchy citing the recent Supreme court judgment on the issue.
b. Counting of training period for the purpose of MACPS.
c. Granting of 4 financial upgradations instead of 3 at 8, 16, 24 & 32 yrs of service.
3. Methodology for evolving pay scales, which may be in the same principle of V CPC, and will end up with BMF (Broad Multiplication Factor) of around 4.
4. Shortcomings of New Pension Scheme to be addressed.
