Disparity in Pension of Pre and Post-2006 Pensioners

A summary of the resultant pay and pension in respect of 31 scales grouped into 4 Pay Bands and 3 HAG+/Apex scales based on the accepted recommendations of 6thCPC along with analysis (for the minimum of each pay scale) is shown in the table. The following points emerge from the analysis which needs consideration.
1. Disparity in Pay:
There is large variation in the up gradation of pay as will be seen from col.M. For lower paid employees, in Pay Bands 1 to 3, the up gradation is 2.5 whereas the same in Pay Band 4 is more than 3 up to 3.4. The percentage rise in pay is mostly 60% and going up to even81% whereas in Pay Bands 1 to3, the increase in pay is close to 35%.
IT WOULD BE PERTINENT TO POINT OUT THAT A UNIFORM RATIO OF 3.3 WAS ADOPTED BY 5TH CPC WHILE UPGRADING THE PAY SCALES OF 1986 WITH A PLUS MINUS VARIATION OF ABOUT 10%.
2. Disparity in Pension
a) Between Pre & Post 2006 pensioners
The principle of modified parity concede by 6thCPC was accepted by Govt. in their O.M. dated 1st Sept. 08 and pension of pre-2006 pensioners was to be fixed taking into account 50% of the minimum of the pay in the Pay Band corresponding to the pre-revised pay scale from which the pensioner retired. Subsequently, the pension has been reduced to the pay of the Pay Band by de-linking it from the pre-revised pay scale vide O.M. dated 3rd Oct. 08. THIS HAS SUBSTANTIALLY REDUCED THE PENSION OF PRE-2006 PENSIONERS IN ALMOST ALL CASES AS SHOWN IN COL. P.
b) Between Pay Bands
The increase in basic pension for Pay Bands 1 to 3 is mostly 2.26 (based on fitment benefit of 40%), whereas it is mostly 3 and above up to 3.4 in Pay Band 4 and higher scales (col. J). With this there is large scale difference in percentage increase in pension being only 21.5% for Pay Bands 1 to 3 as against 60 to 81% in pay scales above Pay Band 3 (col. N).
