Highlights of "Modified Assured Career Progression Scheme" (MACPS) -
Orders issued by DOPT
No.35034/3/2008-Estt. (D), Ministry of Personnel, Public Grievances and Pension, 19th May, 2009

Railway Board Notification RBE 101 (PC VI / 110) dated 10.9.2009


1. Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME” (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN / RAILWAY EMPLOYEES.

2. The Scheme comes into effect from 1.9.2008 & is in supersession of previous ACP Scheme.

3. Three financial up-gradations shall be given from the direct entry grade on completion of 10, 20 and 30 years service respectively.

4. Financial up-gradation will be given in the immediate next higher grade pay in the hierarchy of the recommended revised pay bands and grade pay, not as per the hierarchy available in the cadre.

5. Benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial up-gradation under the Scheme. (3% increment plus difference in the Grade pay)

6. Promotions earned / up-gradation granted under ACP Scheme in the past to those grades which now carry the same grade pay due to merger of pay scales / up-gradations of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting up-gradations under Modified ACPS.

7. The grade pay of Rs. 5400 in PB-2 and Rs.5400 in PB-3 shall be treated as separate grade pays for the purpose of grant of up-gradations under MACP Scheme.

8. 'Regular service' for the purposes of the MACPS shall commence from the date of joining of a post in direct entry grade on a regular basis either on direct recruitment basis or on absorption/re-employment.

a) Screening will be done for grant financial up-gradation under MACP.

b) Benchmark of 'good' would be applicable till the grade pay of Rs. 6600/- in PB-3.

c) Screening Committees shall be formed by the respective departments / Cadre Controlling authority.

d) Screening Committee will take up in first week of January the financial up-gradation cases maturing during the first-half (April- September). Similarly the Screening committee will take up in first week of July the financial up-gradation cases maturing during the second-half (October- March)

e) Cadre Controlling Authorities shall constitute the first Screening committee within a month from the date of issue of these instructions to consider the cases maturing up-to 30th June, 2009 for grant of benefits under the MACPS.

9. Financial up-gradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-1.Thereafter for up-gradation under the MACPS the benchmark of 'good' would be applicable till the grade pay of Rs. 6600/- in PB-3.

10. Illustration 1. Recruitment in Rs. 4200 GP – with no promotion for 10 years

Exclamation 1st Financial up-gradation after 10 years with GP - Rs. 4600.

Exclamation 2nd Financial up-gradation after (10+10) 20 years with GP - Rs. 4800.

Exclamation 3rd Financial up-gradation after (10+10+10) 30 years with GP - Rs. 5400.

Dear Bihari,

I have gone through your queries sent with your details for Fixation under MACPS.

But you have not mentioned the date of completion of your Training i.e. the date when you were appointed as a Chargeman on a "regular" basis.
This is a crucial date as only the "regular service" is to be counted for the MACPS & not the training period - as of now.

Date of absorbtion after training (Chargeman B) - 26.1.1975
Promoted as Chargeman A IGNORED (due to merger after 6th CPC)
promoted as Dy.SS 1.1.1984 (with in 9 years)
First ACP actually falls 26.1.1985(10 years)
First ACP not eligible since got first promotion with in 10 years
Promoted as SSE IGNORED (due to merger after 6th CPC)
Second ACP falls due on 1.1.1994(stagnated continuosly for 10 years without promotion)
Third ACP falls due on 1.1.2004 (stagnated continuosly for another 10 years without promotion)
You are eligible for 2 ACPs w.e.f 1.9.2008

CALCULATION OF PAY FIXATION AFTER BENEFIT OF 2 ACPs
First ACP - Not Eligible - As promoted in 9 years
Second ACP - (otherwise due after 19 years)
To be given wef 1.9.2008 (ie date of effect of MACPS) - in GP Rs 4800
Fixation: Revised Pay as SSE + diff in GP (Rs 4800 - 4600=200) + 3 % as as fixation increment

Modified ACP Scheme provides for "Financial Upgrading" to next Grade Pay after 10, 20 & 30 years from the date of recruitment on a regular post.

Respected sir,

I am working in Signal Workshop, Ghaziabad as JE-I under Grade pay of Rs.4200/-

I have joined Railways as JE-II in January 1996 in the scale 5000-8000 with a basic of Rs.5000 under one year training.

Sir I was promoted in November 2006 as JE-I in the scale of Rs.5500-9000.

Sir while fixing my pay in Sixth Pay commission I was not given any benefit of my promotion as JE-I stating that the grade pay of Rs.4200 is common to both the grades.and my basis including grade pay was fixed as Rs.17810/- in Sep 08.

Sir my query is that will i be benefited under modified ACP or not and what benefits i will get in fixation and fron when it will be awarded. Kindly revert to my querries and obelige.

Dear Amit Gupta,

1. Three financial up-gradations to next Grade Pay are to be given from the direct entry grade on completion of 10, 20 and 30 years service respectively, from the date of regular absorption on the working post (as JE in your case).

2. On the basis of details furnished by you:

You are entitled for first ACP with Grade Pay of Rs 4600 wef 1.9.2008
(i.e. the date of effect of MACP Scheme), as the Scale of JE I & II have been merged and so has the Scale of SE & SSE been merged.

3. For further details please see the attached copy of HIGHLIGHTS OF "MODIFIED ASSURED CAREER PROGRESSION SCHEME” (MACPS) ORDER BY DOPT.

Sir,
Recruitment were made for diploma holders in grade 5000 and graduates in grade 5500 in the design office until recently. In the MACP what will be the status of diploma holders who joined in grade 5000 and graduate engineers who joined in grade 5500 on the same date. What would be their assured career progression.

Dear Sir,

I have a query about getting ACP particularly in my case which is furnished hereunder and request any body having profound knowledge of establishment may please reply;
In the year' 1993 I was recruitted as a Raiway Guard in the Scale Rs. 4500 - 7000/- (RP). After putting into 06 years non-fortuitous service as Railway Guard, I unfortunately got Medically De-categorized and absorbed in an alternative Job as OS-II in the scale Rs. 5500 - 9000/- . Being a running Staff, I was allowed of the Benefit of 30% so as to protect my pay while finding out Post of "same scale" which I was substantially holding prior to De-categorisation. Therefore, the post which I got as an alternative appointment is not as a result of promotion or financial upgradation. It means the post which I presently hold is of same scale of Pay because as per extant rule, a medically de-categorized Railway Staff can neither be placed on higher grade nor be placed in lower grade than what he was holding previously. So, My query is that whether I deserve for ACP as I have never been promoted or financially upgraded from the grade of my appointment.
