sir,
i am working as je-1 at locoworkshop,cb,lko and my basic pay is 17930/. i join the rly on 3-5-1997 and my training is completed on 11-11-1998, my query is about the new pass rule after i get macp from grade pay 4200 to 4600,will i get first class pass after that?my all friends are very anxious about the new pass rule after they get grade pay of rs 4600/-
please reply as soon as possible.

Reply by GS IRTSA:

New Pass Rules have not yet been issued by the Railway Board. As per existing PAss Rules, you should get First Class Pass on getting the ACP raising your GP from Rs 4200 to Rs 4600 (which is equivalant of the pre-revised scale of Rs 6500-10500) on completion of 10 years from the date of completion of your training.

Dear Sir.

Regarding Modified ACP, kindly clarify the following.

Date of appointment as App mech ---- 01.11.80
Date of joining as ELC 'B' ---- 07.01.83
Date of promotion as ELC'A'---- 01.09.88
Date of entry as App.Dy.SS (2nd time through RRB)---- 07.12.90
Date of joining as Dy.SS----- 20.02.92
Date of promotion as SSE----- 01.11.03

As per the ACP The grade pay of Rs 4800/- is due from Feb 2002 onwards (1st ACP from the date of joining as Dy.SS).For the Grade pay of Rs 4800/- 6 sets of First class 'A' pass is eligible.

1.Is the facility of 6 sets of pass is eligible for the ACP case also?
2.Is the facility of using the officers rest house is eligible?
3.From what date the arrears for the ACP is eligible?

May I request the forums to Kindly discuss the issue?

Entitlement of pass facilities under ACPS – Clarification regarding.

In terms of para 6 of Annexure 1 of Board’s letter referred to above, financial upgradations are personal to the incumbents but shall entitle the employee to certain benefits including privilege and other passes. Railway servant who has been given financial upgradation shall continue to hold the old designation and the financial upgradation does not confer any status of the higher scale. Hence the benefit of passes corresponding to the higher scale of pay granted under ACP Scheme will be available to the employee. However, the benefits related to higher status inherent in the higher pay scales is not available to the employee.

In other words, status of Group ‘C’ and Group ‘D’ employees shall remain the same irrespective of financial upgradation and hence Group ‘D’ employees shall continue to get second class pass irrespective of financial upgradation given in Group ‘C’ scale. Similarly, Group ‘C’ employees do not become gazetted Railway employees on the basis of financial upgradation given in Group ‘B’ / Group ‘A’ scale under the ACP Scheme, and hence shall continue to get 3 sets of privilege passes per year and corresponding scale of post retirement passes. However, a Group ‘C’ employee, on financial upgradation may become eligible for 1st class pass on the basis of his revised basic pay after financial upgradation

I have one more question about the pass rule.As per rule employees join the rly. between 11-11-87 to1.2.99 will get first class pass when their basic reached to 7250/-.Sir,as you know i am je-1 and my basic was 6900/ on sep. 2008 and my increment date is oct.5 as per previous scale of 5500-175-9000.

As per 6th pay commission i got my increment of oct.08 in july 08 and now i will get one more increment on july09 so as per previous scale of 5500-175-9000 i will reached to the basic 7250/ on july09[6900+175on july 08+175 on july 09]. Sir , so my question is will i am eligible for first class pass on july 09 or i get first class pass on my previous increment date [in oct.09]

Respected Sir,

Congratulations ! for "MACP a compilation by IRTSA" compiled by Er. K.V.Ramesh and also a great deal of analysis and follow up done by our GS & CP/IRTSA for issue of this usefull order by Rail Board. Congrats once more to our CEC members.

While going through the Order on MACP RBE No. 101 dtd 10/06/2009, I find that the paragraph no. 24 of the Annexure requires some illustrations as lot of brother engineers belong to this category due to own request transfer.

The paragraph 24 says,

"24. In case, an employee after getting promotion/ACP seeks unilateral transfer on a lower post or lower scale, he will be entitled only for second and third financial upgradations on completion of 20/30 years of regular service under the MACPS, as the case may be, from the date of his initial appointment to the post in the new organization."

With respect to above paragraph, I would like to be clarified with the following queries,

1) Will the above clause be applied to a JE-I (5500-9000/-) transfered to other rail as JE-II (5000-8000/-). In my view the above rule should not be applied in this case as the illustration of 5 (b) says that
"In the case of both (a) and (b) above, the promotions/financial upgradations granted under ACP to the pre-revised scales of Rs.5500-9000 and Rs.6500-10500 prior to 1.1.2006 will be ignored on account of merger of the pre-revised scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 recommended by the Sixth CPC. As per the RS(RP) Rules, both of them will be granted Grade Pay of Rs.4200 in the Pay Band PB-2. After the implementation of MACPS, two financial upgradations will be granted both in the case of (a) and (b) above to the next higher Grade Pays of Rs.4600 and Rs.4800 in the Pay Band PB-2."

So question of transfer from higher to lower post does not arise in this case. This may be clarified from your end.

2) What will be the conditions when a SE or SSE gets transfer to JE-II post on his own request? If the above rule is applied then their MACP will take effect after 20 yrs from the date of joining in the next organisation. Once they surrender their service seniority for own request transfer they sacrifice for ever. Further ban on financial upgradation is not a double punishment for them whenever they are serving the same Indian Railways continuously. Sir, I am requesting your clarification in this regard as lot of such cases exist in Liluah works and I need to clarify them.

One more clarification is required for Para 10 of the above order which says,

"10. It is clarified that no past cases would be re-opened. Further, while implementing the MACP Scheme, the differences in pay scales on account of grant of financial upgradation under the old ACP Scheme (of October 1999) and under the MACP Scheme within the same cadre shall not be construed as an anomaly."

I couldn't understand this paragraph as so far MACP is concerned all cases are past cases.

Clarification on the matter may be included in the "Compilation by IRTSA" as we are facing lot of queries on those two paragraphs.

Issues raised by you regarding MACP are important and shall be reflected in the next issue of the VRE (which is under issue) as well as in the Memorandum proposed to be submitted by IRTSA shortly - consolidatedly enlisting the pitfalls of MACP which are many - as apparent from thee enclosed analysis of the entire scheme - which is sent herewith for your further comments if any.

Dear Er. rmani,

GS/IRTSA has already explained you on 18/06/2009 that you will get 1st class pass w.e.f. 01/11/2008 after completion of your 10 yrs continuous service at 4200/-.

Kindly help me to sort out my case ...

Date of Joining : 26.03.1993 as DEO in scale 4500 - 7000/- (RP).

on 2005, after completing my 12 yrs of continuous service I got my ACP in scale 5000 - 8000/- (RP).
on 01.01.2006 I was given grade-pay Rs.4200/- in VI pay commission.
Before that on 01.04.2005 EDP Centre had been renamed as I.T Centre and direct entry grade was revised to 5000 - 8000/- (RP), and on 01.07.2008 the order was enforced and my designation changed from DEO to JE-II(IT),
So, after VI-Pay Commission , hence my direct entry grade is revised , the effect of 1st ACP (after 12 yrs of service) is of no value now.

In this case, Shall I be elligible by the screening committe to consider for grade pay RS.4600/- as I am still drawing grade pay of Rs 4200/- and have never been considered for Promotion after 16 years of continuous service (26.03.1993 to 05.06.2009).

If my query is justified, please direct me the way , how to claim and proceed.
