LDCE is the only way to get promotions. For this also they have to serve for minimum 5 years to appear for the LDC examination which is meaningless, since a graduate is coming as Junior scale officer by appearing UPSC exam.

Dear Siva kumar,

Your comments and concerns are genuine. But it may be mentioned that the case of JEs was referred to in the Memorandum on Pitfall of MACP, only as an example because the Railway Board had earlier specifically rejected the case of JEs (and not of SEs and others). Once the matter is decided in principle by DOP, all will get the benefit automatically.

Mr. sivakumar is right. in Post #21 he has mentioned about graduate engineers which is the most affected lot. He has mentioned about LDCE but there is no chance for us to get promoted through LDCE as the percentage of officers is less than 1 % and there are very less vacancies to get promoted. PITIABLE LOT OF GRADUATES ENGINEERS. IRTSA can suggest to Railway board not to recruit Graduate engineers and spoil their career. Instead only JEs can be recruited and UPSC officers can be recruited.

Sir, pl. tell what will be the following cases. There are so many cases that we are unable to give justified answers for those who are done interstage App.Mech and promoted to JE-II.
Appointed on 16.6.1976 as Artisan III, promoted to Artisan II on june 1984, next selected in inter stage on 18.4.1989, after 2 yrs training joined as JE-II on 18.4.1991, promoted to JE-I on 1.1.2003, next promoted to SE on 19.12.2007. and now continuing as SE. I feel Shri Brijesh is not entitle for another promotion under MACP as he has got the benefit of following three promotions:
1. Artisan III to Artisan II
2. Artisan II to JE-II/JE-I i.e. GP-4200
3. JE-I(GP-4200) to SE (GP-4600)

Dear Brother,

Still you deserve for three promotion under MACP as Old scales Rs.4500-7000 & Rs.5500-9000 are in the same Grade Pay Rs.4200 after 6th CPC.

Kindly tell me whether I will get the upgradation under MACP and when?
Date of appointment:13.12.1985 Design JA(A/cs) 330-560(1200-2040)
Ist Upgradation: 13.12.188 Design: AA(A/cs) 1400-2600 (4th pc)
2nd Upgradation (promotion) 06.09.1991DesignConfusedO(A/cs) 1640-2900 Further upgraded as sr. so to grade 2000-3200 on 6.02.1995)
(In Vth PC 6500-10500 Further upgraded as sr. so to 7450-11500 on 6.02.1995)
In 6th PC 6500-10500 & 7450-11500 have been merged under G P-4800 and as per MACP this will not be treated as upgradation due to merger.

I am now working at Kanchrapara railway workshop in the designation steno.

I have joined in Eastern railway, Sealdah Division as junior steno in the 3rd PC Scale Rs (380-560)/- on 18.10.1985 by direct recruitment of R.S.C Calcutta,which is after 6th Pay Comission now PB1 Rs (5200-20200)/-, GP Rs 2400/-.

I was promoted to steno on 1.08.1988 in the 4th PC Scale Rs(1400-2300)/- within 2years 10 monthes from the joining in railway service which is after 6th PC now PB2 Rs (9300-34800)/-,GP Rs 4200/- in the hierarchy in the cadre of stenographer.

As per 6th PC MACPs I will get 2nd MACP financial upgradation on 1.08.1998 in the PB2 Rs(9300-34800)/-,GP Rs 4600/-.But unfortunately I am bound to take own request transfer from Sealdah to Kanchrapara railway workshop,Eastern railway by taking bottom grade and bottom seniority of the same cadre on 1.6.2004 in 5th PC scale from Rs(5000-8000)/- of basic pay Rs 6500/- to 5th PC scale Rs (4000-6000)/- of basic pay Rs 6000/- and stagnant.

But as per 6th PC MACPs,after own request transfer from Sealdah to Kanchrapara as on 1.6.2004,my fixation would be in PB2 Rs(9300-34800)/-, GP Rs 4200/-.

And as per 6th PC MACPs I will entitle 3rd MACP after 20 years of first promotion date ie,1.8.2008 in PB2 Rs (9300-34800)/-, GP Rs 4600/- which has become effective from 1.9.2008.

Sir, so my question is:

(1) Will my salary be fixed up in PB2 Rs(9300-34800)/-,GP Rs 4600/- on 1.9.2008? If it is wrong,what should be my ideal salary as on 1.9.2008?

(2) When I was transferred from Sealdah to Kanchrapara my basic pay was Rs 6500/- in the scale of Rs (5000-8000)/- at Sealdah, but Kanchrapara railway workshop fixed up my basic pay Rs 6000/- in the scale of Rs(4000-6000) of 5th PC. Is the fixation right or wrong? If wrong,what should the ideal fixation be?

Clarification on the matter may be included in the compilation by IRTSA and I request the forums to kindly discuss the issue.

Dear Rina,

I feel your case should be dealt as per Para 24 of the MACP scheme issued by Rly.Board RBE No.101/2009 Dt. 10.6.2009 which is as follows:
"In case, an employee after getting promotion/ACP seeks unilateral transfer on a lower
post or lower scale, he will be entitled only for second and third financial upgradations on
completion of 20/30 years of regular service under the MACPS, as the case may be, from the
date of his initial appointment to the post in the new organization."
So in your case, you will get only second financial upgradation in GP-Rs.4200/-on completion of 20 years from the date of your regular service i.e. w.e.f. 1.9.2008 and the third financial upgradation in Oct,2015. This is my personal opinion.

This is in reference to the Post No. 27.

Regarding point (1):
You will get your MACP as per the rules mentioned by Er. Subir Roy but your Financial upgradation will be in the Grade pay of Rs. 2800/- as "all the financial upgradations under the Scheme should be done strictly in accordance with the hierarchy of Grade Pays in Pay Bands as notified vide RS (RP) Rules, 2008." and obviously one increment @3%. You will get your Grade Pay available in the hierarchy of your cadre only at the time of normal promotion.

Regarding Point (2):
There is nothing wrong with your basic pay as it is the maximum of the scale of your post. Apart from that you should get the following pays as per the "Pay protection Rule" mentioned in the link...http://c.1asphost.com/iresttrule/listDetail.asp?Ino=7029.
i) Difference of 6500/- & 6000/- i.e., Rs. 500/- as personal pay absorbable in the future increments.
ii) One increment @3% as on 01/01/2006 in the revised pay structure as you remain stagnated for more than one year as on 01/01/2006. You can refer Para 10 of the Order No. RBE . 103/2008 available on irtsa.net
Again you will get your annual increment on 01/07/2006.
Your Personal pay will be absorbed with those increments gradually.

If you get all those pays then your fixation is correct though you have not mentioned all those criteria in your query.

I am appointed in railways as junior clerk on 23.01.1982 in scal e Rs.3500-4590 and promoted as senior clerk on 19.7.98 in scale Rs.4500-7000. Under acp schme my pay scale has been changed to Rs.5375/-in scale Rs.5000-8000 w.e.f.23.01.06 and promoted as head clerk w.e.f.28.5.1987 in scale Rs.5000-8000 without any monitory benefit. Now I am completing 30 years of regular service by 23.01.2012. Am I elgible for MACP and my payband is changed from Rs.4200 to4600 . Please clarify.
