Entitlement of First Class Pass on Financial Upgradation

SUB: ENTITLEMENT OF FIRST CLASS PASS ON FINANCIAL UP-GRADATION TO THE GRADE PAY RS.4600 UNDER MACPS.
Ref: i) RBE No.101/2009, No.PC-V/2009/ACP/2, Dated 10.06.2009 &
ii) RBE No.200/2002 dated 1/11/2002 Annexure (Copy attached).
Your kind attention is solicited on entitlement of First class pass on financial up-gradation to the Grade pay of Rs.4600 under MACPS for the following genuine reasons.
First class travel eligibility is being granted to the employees in the Grade pay of Rs.4600 (pre-revised scale of Rs.6500-10500).
As per the para 16 of annexure to the RBE No.101/2009, dated 10.06.2009, on grant of financial up-gradation under the MACPS financial and certain other benefits which are linked to the pay drawn shall be permitted.
It is natural justice that the existing benefits being extended to the employees should not be withdrawn - especially, when the intension of MACPS is to further improve from the previous ACP scheme.
As per the Board’s clarification issued vide RBE No.200/2002, dated 1/11/2002, regarding ACP scheme financial up-gradations are personal to the incumbents but shall entitle the employee to certain benefits including privilege and other passes. Hence the benefit of passes corresponding to the higher scale of pay granted under ACP Scheme will be available to the employee. The letter further clarified that a Group 'C' employee on financial up-gradation may become eligible for 1st class pass on the basis of his revised basic pay after financial up-gradation.
Hence it is requested that – (independent of the decision on Entitlement of Passes on revised Pay Pay Bands & Grade Payafter Sixth CPC - which is still awaited) - clarification on MACP Scheme order may please be issued for entitlement of First Class Pass to the employees who are given financial up-grading to the Grade pay of Rs.4600 – (in line with RBE No.200/2002, dated 1/11/2002).
